About the Role

We are seeking an experienced Service Provider Transformation Lead to drive the delivery of the Service Provider Management Policy stream under the broader CPS 230 transformation program.

This is Line 1 delivery role is focused on designing, implementing & embedding an enhanced Service Provider Management framework across Rabobank ANZ.

You will play a pivotal role in ensuring compliance with APRA CPS 230 requirements while strengthening governance, risk management & oversight across external, intragroup & non-traditional service provider arrangements.

Working within the Security & Control function & reporting directly to the General Manager, Security & Control, you will collaborate closely with business leaders, Supplier Relationship Managers, Risk, Compliance, Legal, Operations, Technology & key service providers to deliver sustainable change & uplift organisational capability.

This is a 12-month fixed-term contract based in Sydney.

Key Role Responsibilities:

CPS 230 Service Provider Management Policy Delivery

• Lead the end-to-end delivery of the CPS 230-aligned Service Provider Management Policy, including defining its purpose, scope, governance model & accountability framework
• Conduct policy requirement assessments to evaluate current-state practices, identify gaps & determine the enhancements required to meet CPS 230 obligations
• Drive the design & formalisation of the target-state Service Provider Management framework for external, intragroup & non-traditional service provider arrangements
• Lead the development & enhancement of policy documentation, including service provider principles, lifecycle management requirements, governance structures, controls & compliance obligations
• Ensure policy requirements comprehensively address materiality assessments, reassessment triggers, fourth-party risk, concentration risk, contingency planning, exit management, intragroup arrangements & non-traditional provider models
• Partner with stakeholders across the organisation to align policy outcomes with operational, risk & regulatory requirements

Governance, Implementation and Embedding

• Facilitate workshops & stakeholder engagement activities to gather input, build alignment & drive successful delivery outcomes
• Prepare governance papers & approval materials to support policy endorsement through established governance & decision-making forums
• Coordinate internal & external assurance activities across the design, implementation & embedding phases, ensuring findings & recommendations are effectively addressed
• Lead the publication & communication of approved policy changes, ensuring stakeholders understand their obligations & responsibilities
• Deliver training, education & knowledge-transfer activities to support successful adoption & ongoing ownership
• Drive post-implementation & ongoing assurance activities to assess effectiveness, monitor compliance & ensure continued alignment with CPS 230 requirements
• Support the establishment of sustainable governance & review processes to maintain policy effectiveness over time

To be successful, you will have:

• 5+ years' experience in project delivery, policy uplift, third-party risk management, operational risk, supplier governance or a related discipline
• Demonstrated experience leading complex regulatory, policy or governance initiatives from design through to implementation & business embedding
• Strong knowledge of service provider management, supplier governance & operational risk practices within financial services
• Experience developing policies, frameworks & controls within highly regulated environments.
• Proven ability to lead cross-functional workstreams, manage competing priorities & deliver outcomes in complex stakeholder environments
• Experience facilitating workshops, presenting to senior stakeholders & preparing governance and approval documentation
• Experience coordinating assurance reviews, managing findings & driving remediation activities through to completion

Technical Knowledge

• Strong understanding of APRA CPS 230 Operational Risk Management requirements & expectations relating to material service providers
• Knowledge of service provider lifecycle management, including materiality assessments, due diligence, contracting, oversight, performance monitoring, issue management, contingency planning & exit strategies
• Understanding of fourth-party risk, concentration risk, intragroup service provider arrangements & non-traditional provider models
• Familiarity with policy lifecycle management, governance frameworks & regulatory compliance obligations
• Exposure to process improvement methodologies such as Lean Six Sigma is highly regarded

Leadership & Stakeholder Management

• Exceptional stakeholder engagement & influencing skills, with the ability to build credibility across business, risk & executive audiences
• Strong communication & facilitation skills, with the ability to translate complex regulatory requirements into practical business outcomes
• Demonstrated ability to influence decision-making & drive outcomes at Executive Team level
• A proactive, delivery-focused mindset with a strong sense of accountability & ownership
