Manager, Risk Governance & Frameworks

Job Overview/Purpose:

The Manager, Risk Governance & Frameworks is responsible for:
• Designing, maintaining and improving Rabobank’s risk management function through the delivery and maintenance of best practice risk management frameworks, strategy, culture, and risk appetite;
• Ensuring appropriate and effective risk governance across the organisation through ensuring effective structure and oversight by managing the committee structures and the 3LOD model.

Key Responsibilities & Accountabilities:

Committee Structure & Oversight
• Support the management of the risk management committees including the secretariat role. This includes maintaining the charters, minutes, agendas, action items and papers. Committees include the Board Risk & Compliance Committee, Risk & Compliance Committee, Local Credit Committee
• Establish and manage the three lines of defence risk accountability model

Risk Strategy & Frameworks
• Maintain the risk management strategy to provide a structured and coherent approach to identifying, assessing and managing risk
• Manage the Risk Appetite Statement to ensure that the strategy is optimised and the business reflects the organisations desired appetite set by introducing limits and tolerances that the business needs operate within
• Manage the development of risk culture, risk awareness and talent including management of the risk gateway openers
• Develop and maintain model governance through providing oversight to ensure models are compliant with local regulations, reviewed timely (by HO) and back-tested to ensure the robustness of the models
• Continuous improvement and maintenance of risk management frameworks, including Risk Policy framework and ICAAP framework to ensure they are compliant, efficient and effective to end users and appropriate for the risks encountered by the organisation

Stakeholder Management
• Liaise with stakeholders in relation to risk governance and frameworks
• Ensure all risk governance and framework changes are advised to stakeholders
• Become a trusted advisor to other areas within Rabobank on the risk governance and frameworks
• Ensure communication strategy for risk governance and frameworks is appropriate for and supports the final audience

• Lead and support team members and stakeholders, including providing feedback, business support, training and development
• Is responsible for sharing expertise within and outside ERM
• To proactively promote the risk organisational behaviour and culture

• Fully document all processes and procedures
• Know all suppliers and customers (understand the end to end process)
• Meet regulatory and group requirements
• Continuous improvement to improve the product and create efficiency

Job Skills and Knowledge:

• Excellent understanding of various risk governance & frameworks
• Understanding of risk function within the bank
• Good knowledge of BIS II requirements
• Knowledge of Food & Agribusiness sectors
• Excellent organisational and time management skills
• Ability to relate positively with other bank staff
• Good working knowledge of New Zealand and Australian regulatory requirements as necessary
• Proven ability to actively keep abreast of changes in external environment and translate into internal environment
• Knowledge and experience of large company enterprise wide operations is highly desirable


• Appropriate tertiary qualifications (business related field)
• At least 3+ years’ enterprise risk management experience, with exposure to managing risk governance and frameworks
• Experience in a banking environment
