Job Overview: 

The Head of IT Systems Wholesale, Rural & Regional Systems is responsible for the development of operational management plans to align the global, regional and local IT Systems (ITS) strategies and objectives. The core objective of the ITS team is to design, develop, implement and manage Rabobank software that is used for customer-orientated interactions, transaction processing, financial and risk accounting. This role acts in a partnership with the COO Domain Management Team (MT) members and the Simplify @ Scale structure to liaise and support Rabobank North America’s various business lines current and future needs, focussed on our Wholesale, Rural and Regional Systems. Responsibilities include the supporting the Simplify @ Scale, NA business and COO Domain strategy, communications and drive transformational change of ways of working into across the division.

The role ensures that the COO Domains efforts contribute to supporting Rabobank NA core strategic priorities:

The incumbent will be required to clearly communicate / document progress being made within BAU, projects local and global stakeholders and how the operations efforts link back to supporting the objectives of Rabobank NA and the Global COO Domain.

Context of Job: 

The ITS team forms part of the COO Domain and is responsible for ensuring that the ITS department makes a significant contribution to supporting the overall Rabobank NA Strategy and S@S team (focussed on the Wholesale & Rural and Regional Systems, manages risk within the overall Risk Appetite of Rabobank NA, demonstrates and champions leadership, open mind, commitment and flexibility to find better ways of working, through strategy, structure and approach – especially related to the upcoming Rural Vision 2025 program. A key component of this role is to ensure that the overall COO Domain Performance Dashboard is achieved.

The ITS department provides professional ITS development, maintenance and support to Rabobank NA through flexible service platforms, adapting agile methodologies, driving efficiencies and creating a seamless experience for customers and staff while ensuring support services to all business units and support units within RABOBANK NA are well-controlled and cost effective.

The role will support S@S to transform the IT Systems teams and associated resources to deliver software and complete a digital transformation of the Rabobank NA Rural and Regional systems landscape by delivering a regional system landscape refresh and a cultural change program with the use of the following methods and behaviours (DevOps, Rapid Automation, High performing self-managed teams, Operational excellence and Digital Transformation)

The role is based in St Louis and is part of the Rabobank NA COO Domain MT and Global IT Systems Domain. Domain coverage includes all Wholesale, Rural and Regional systems (Finance, Risk, Compliance, HR, Legal, Rural Operations), as well as developing and updating systems reference architectures, governance models, standards policies and procedures.

Key Responsibilities and Accountabilities: 

Business Knowledge:

  • Strong commercial, business and strategic acumen.
  • Good understanding and knowledge of banking and finance IT systems, governance structures and business processes.
  • Sound understanding of Risk Management frameworks, techniques, practices etc.
  • Understanding of regulatory/compliance issues across North America as well as Europe.
  • Knowledge of the Code of Banking Practice and other regulatory issues for North America.
  • Understanding the of the Bank’s products for all areas of RABOBANK NA.

Customer Service:

  • Delivery of Excellent Customer & Client Services to all internal and external clients across RABOBANK NA.
  • Ensure that Customer & Client service improvements are incorporated into wider COO Domain planning
  • Formulate customer service targets, communicate them and track progress according to agreed metrics (i.e. NPS).
  • Implementation of a quality framework for Customer Service.
  • Ability to identify business needs and develop appropriate operational solutions.
  • Interpret client service requirements and set the platform to deliver effective service standards in line with business requirements.
  • Identifies (sustainable) opportunities for collaboration and acts on these.
  • Develop SLAs and measures service delivery against KPIs to interested stakeholders.
  • Ability to prepare global, regional and local reports that provide value-add to management and clearly articulate relevant issues.

Strategy & Planning

  • Develop a vision of the long-term provision of ITS services to the businesses across Rabobank NA focussed on Rural and Regional.
  • Develop and update the IT Systems Operational Management Plans which support and align to the Rabobank NA and COO Domain strategies.
  • Develop, update and maintain appropriate reference architectures which contribute to meeting Rabobank NA and COO Domain objectives and align to the Enterprise Architecture.
  • Provide subject matter expertise/advice on Horizon 1 and 2 system developments /technologies /conversions /integrations and implementations.
  • Work closely with the local Rabobank NA, COO to assist in developing and achieving the overall COO Domain objectives.
  • Define COO Domain strategy approach and partner with MT to deliver consistent strategic plans across the division.
  • Work with local COO Domain MT to optimise allocation of budget across COO Domain departments based on objectives in any given year.
  • Develop relevant KPI reporting in partnership with the COO and Business Heads.
  • Development and monitoring of SLA's with key stakeholders across Rabobank NA and Global IT Systems.
  • Partner with the COO Domain MT to liaise with and support the Rabobank NA business lines meet their objectives; develop optimum ITS structure to support COO Domain objectives.
  • Represent Rabobank NA IT Systems for Rural and Regional Systems at Global IT Systems functions to ensure ongoing alignment and operational fit, as well as providing input into ongoing Systems Architecture standards.
  • Develop and manage Strategic Partners in conjunction with the Head of Vendor Management.
  • Work closely with the S@S team to ensure the ITS provides the relevant support as required to deliver on these strategies for RABOBANK NA.

Projects

  • Provide Senior Supplier support and SME on all Rabobank NA or Global projects impacting Rabobank NA where a system component exists.
  • As required, act as Project Executive on routine projects, such as application life-cycle management or significant changes to existing applications/software packages/middleware.
  • Oversee the IT Systems representatives on various projects which require IT Systems support.
  • Provide leadership and accountability for ongoing improvements/changes to existing systems.

Operational Excellence and Transformational Change

  • Design, development, implementation, maintenance of systems across Rabobank NA to be "fit for purpose".
  • Ongoing running of the systems which support the business.
  • Selection, management and control of software providers/vendors.
  • Develop optimal balance between in-house versus outsourced services.
  • Streamline and improve the efficiency of processes and deployments using LEAN / AGILE and ultimately, leverage a DevOps approach.
  • Reduce inefficiencies and rework by increasing knowledge through coaching.
  • Challenge the norm through continual reassessment and analysis of processes, create a culture of continuous improvement utilising various methodologies such as DevOps, Agile, Lean etc.
  • In partnership with COO Domain MT oversee strategic business improvement plans in line with business priorities focussing on delivering efficiencies and improved customer experience.
  • Act as a champion for innovation and continuous improvement, scrutinise and challenge COO Domain related projects and initiatives to ensure continuous improvement acts as a key driver and measure outcomes.

Governance, Control and Risk Management

  • Work with the Head of Non-Financial Risk Reporting and Security, Operational Risk, Compliance and Internal Audit to ensure Operations has an effective operating control environment.
  • Promotion of Risk Awareness across all areas of operations.
  • Ensure that operational risks, audit points and compliance requirements that arise are adequately identified, assessed and mitigated.
  • Maintain and mature the Rabobank NA architecture, IT governance, IT Systems policies, practices and standards and project/change delivery capability.
  • Define, monitor and report on key metrics linked to business objectives.
  • Provide input/advice to the COO Domains Risk Manager to ensure that the IT Risk management methodology aligns to the overall organisational Risk Management methodology.
  • Ensure all Board/Risk reporting is performed in a timely manner (e.g. MCR's, Incidents, Board reports, DNB reporting).
  • Compliance with relevant global and local internal policies and standards.
  • Ensure compliance with IT Security requirements.
  • Manage the Business Continuity and Disaster Recovery requirements of ITS.
  • Ensure an appropriate Control environment is maintained to meet compliance with DNB IT Controls requirements and General IT Controls best practice.
  • Ensure all Compliance and Op Risk requirements are met including those related to VM, SLA Development and monitoring and Business Partners etc
  • Incumbent is bound by adherence to Rabobank group policies, Rabobank International APAC region Polices, Green books, Global ITI policies & standards etc.
  • Incumbent is bound by adherence to Central Banks and DNB regulatory requirements and constraints.
  • Incumbent has approval authority on regional/local IT policies, procedures and standards as applicable to the ITI Domain in accordance with applicable local delegations and is required to update these on an annual basis.

Overall Management

  • Prioritization and issue resolution for baseline and projects, excluding services now centralized in Utrecht.
  • Act as a liaison point as necessary to resolve issues between business and Utrecht based services.
  • Provide leadership to the IT Systems team, ensuring staff are equipped and trained to perform their roles.
  • As a member of the COO Domain MT, provide support, cooperation and alignment between departments in order to deliver a high standard of service and quality of deliverables to stakeholders.
  • As a member of the Global ITS manager group, contribute to global IT Systems objectives, policy making and implementation, knowledge sharing and ‘knitting the network together’.

Job Skills and Knowledge: 

Essential:

  • 15+ years’ experience in IT and/or Operations, preferably in the Banking and Finance Services industry or experience in a Global company.
  • 5+ years’ experience in managing a large team (30+).
  • Experience in overseeing and/or delivering significant projects.
  • Understanding and knowledge of core processing systems and operational processes.
  • Experience in managing, evaluating and
  • Reviewing of risks and incorporating them into business decision-making.
  • Clear written and verbal communication skills.
  • Experience in setting and managing significant budgets, with a proven track record in flexible management to meet joint goals.
  • Demonstrated experience in stakeholder management, and liaising with Senior Management and business/commercial teams.
  • Working knowledge of IT governance, policies, standards and practices.
  • Strong experience in developing and delivering superior IT (or other relevant management information) which meets stakeholders needs.
  • Ability to develop and support a diverse and inclusive team.
  • Proven experience in developing a sustainable Continuous Development and Improvement culture.
  • Experience with LEAN / AGILE and DevOps.
  • A comprehensive understanding of Risk Management within the Financial Services industry, and related regulatory standards (Basel, APRA Prudential Standards, RBNZ, DNB etc.).
  • Understanding of WRR's organizational model.
  • Strong understanding of financial accounting / budgeting principles.
  • Strong interpersonal, collaborative, and relationship management skills, with an ability to interact with and influence at all functions and levels including Board, Executive and Senior Management
  • An understanding of Risk Management within the financial services industry and related regulatory standards (Basel and APRA / RBNZ Prudential Standards).
  • An understanding of Change Management and capability to lead organizations through change
  • A good understanding of how to leverage Information Technology to meet tactical and strategic objectives.

Desirable: 

  • Experience in Architecture and Risk Management;
  • Knowledge of Prince2, TOGAF, COBIT, ITIL etc.
  • Strong negotiation skills; and
  • Interest in emerging technological developments

Qualifications: 

Essential:

  • Bachelor's Degree in IT, Business, Management, or equivalent.

Desirable:

  • Relevant Post Grad Qualifications
  • Qualifications in LEAN/AGILE and DevOps.
  • Prince 2 Certified
